I have evolved my absolutist stance on that njsg .. XUL is more than the tangible technology.. because you can do the same general thing by other means .. I think conceptual XUL is just as important as tangible XUL.

also I don't exactly know what they have defined as Web3 but if you are looking to use post-pandemic web tech in seamonkey it is gonna be hit or miss and seamonkey's XUL still follows different rules than HTML.

There are isos floating around. I still use wsusoffline and a cmd script. For non enterprise customers no way to install them otherwise.
