changing things so that this can land before all the TOP patches and actually be landed on comm-central. Rebaseing patches to account for the new order adnd will rename this patch if it all works to confirm with frg's patch file nemaing

frg_Away: before you pass out for the day I do have the change to snakeoil fingerprinting working with the pref and if the pref is not set then MOZILLA_UAVERSION but it requires a restart to update if the pref changes .. would need an observer.. should I other?

nsITobin I didn't bother with observers the last few times. Can always be added later. Didn't do much today. Trying to install a new board/Cpu combo. Unfortunately has ipmi which I nether need nor use.
