well, for Mail&News I think it might go like this: if the server somehow says the authentication failed, you will be offered that option, otherwise

the current password manager (tools->password manager->manage stored passwords) offers the option to delete a remembered login, and

the old password manager, chrome://passwordmgr/content/passwordManager.xul , offers the option to *edit* (possibly only after the password is shown with "show passwords"?)

this all, just to avoid any misunderstandings, to change the password SeaMonkey uses to authenticate with the server at the email provider; in order to change the password the server expects, you have to use the feature(s) the email service provider has for that
