No but I can't tell you what . My CentOS 7 builds work and also the fedora ones Bill and IanN do. I can only recommend removing all the system stuff and if this works put them in one at a time.

Not sure what the l10n-base directory is. I am using a slightly modified gentoo ebuild and that one unpacks the l10n files into seamonkey-2.53.14/seamonkey-2.53.14-l10n (where seamonkey-2.53.14 contains the unpacked main sources)
