I'm pretty sure the 'VERIFY REGISTER' password is a just an activation code; the password is provided beforehand with REGISTER <nick> <pass> and its security depends on whether your IRC connection is over TLS.

Most websites do the same thing for verification; a verification URL is just as insecure as a "plaintext code".

My background is in IT security and I find I should think something is wrong ad do an alert before determining it was my fault is the better approach. better to alert on a false alarm than to miss something important.
