(Foxit was & had been correct - for a while.  It & SeaMonkey have been open for some time now.)  Odd.

20:12:03 <frg_Away> hardys this happens when Windows does not have a default program checked. It then lists the known programs for a file type. Check "Immer diese App zum Öfnnen von .gif Dateien verwenden" and it will end. I don't know how it lost the setting.

I have deleted them if possible amd don't think an update here shows in the update history. Windows 10 is really bad with the store junk and more traditional updates delivered in parallel.
